Following the annual plenary sessions of the two national-level political decision making committees in China (the NPC and NPCC), the Information Leadership Group of Zhejiang Province published its "Moving 100,000 Enterprises on the Cloud" action plan. The plan calls for moving 100,000 enterprises on the cloud, forming the Zhejiang On the CloudThe new initiative aims to increase momentum in enterprise developments and drive economic transformations with cloud computing centers for industry as part of the national scheme. The efforts in Zhejiang are demonstrative of how modernizations in industry and technology are being combined to spur on renewed development.
To line up with the overall development plan of Zhejiang, the China Mobile branch in the province saw the opportunity and decided to promptly commence construction of a cloud computing center for industry that could gear up to national expectations. The branch announced its ''Zhejiang On the Cloud'' initiative intent on building a superior quality cloud platform for target industries The new initiative will accelerate network upgrades and enable a lot of new enterprises to make the move to the cloud. China Mobile Zhejiang Branch is a prime player in telecom and is deeply aware that cloud platforms will be the main carrier of government and enterprise services and basically the exclusive portal for operator-to-business services in the future. As such, choosing the right platform is crucial to business development.
Partnering up and gearing up for new platformThe Zhejiang Branch cooperated with Huawei to build the new OpenStack-based enterprise cloud with unified APIs able to link up to the wider ecosystem, whether it be over a public, private, or even hybrid scenario. The platform achieves the intense integrations and convergences customers require with wide-open flexibility and extreme openness. In terms of security, a full stack of cloud protections combine the physical telecommunication and network layers at the carrier end with the security technologies, capabilities, and best-practice portfolios of Huawei to provide users with top-notch data security assurances. The platform has passed class-three data center certifications (the highest cert available) from the Ministry of Public Security and enhanced-level certifications from the Ministry of Industry, giving users the added confidence that their data is secure on the platform featuring the highest of security assurances.
The need arose from inability of existing cloud services to meet the needs of government agencies and enterprise. Customers were concerned about how to access new services while moving what they had over. "Moving data" is what Zhejiang Mobile is best at. Huawei and the carrier explored how to best cooperate and give play to both advantages to produce the best results. The Carrier B2B cloud provides converged services with cloud and bandwidth leased line orderable from one spot. Users do not need to separately purchase solutions. Everything is converged in one spot for ease of access to cloud and network service so enterprises can quickly expand while enhancing customer experience. Zhejiang Mobile delivers impressive synergy in cloud/network services. With a network on demand solution, Zhejiang Mobile focuses on enabling convenient access to the B2B cloud. High-level synergy and collaboration are fully enabled in a one-stop cloud/pipe/device service portfolio. The project also required maximization of offline channels to develop cloud services as well, creating a differentiated service advantage from what OTTs are able to offer. Beginning from the design stage, the planning departments and business departments focused intently on customer requirements in developing the solutions they require to break through the points of resistance in making the transformation to the cloud with the end-to-end services to support the move. Unified planning, management, standardization, and ordering ensure a consistent customer experience. In just three short months, over ten large-scale roadshows covering all key industries and enterprises were successfully carried out across the entire province to ensure top-of-mind awareness of the effort and allow organizations to avail themselves of the upgrades.
With the concerted efforts of Zhejiang Mobile and Huawei, the services in the cloud offering for agencies and enterprises has gained widespread adoption since service launch with over 16,000 organizations having placed services on the platform, and the growth is staggering. Zhejiang Mobile is ahead of schedule in starting the second phase of the cloud platform and is expanding its offerings to include container, micro-services, GPU server, and a slew of other cloud-based services.
New benchmark in industry applications with a leading cloud platformIn one example of how organizations are responding to the national Internet+ developmental strategy, the China Academy of Art (the most prestigious art education institution in the country) placed some of their services on the cloud platform to help absorb the rapidly growing businesses and reach a new level in IT with "China Art on the Cloud". The move was not without its difficulties. A tremendous quantity of art education materials collected over decades of operation and the ever-expanding volumes of information being added required TB-level storage capacity. The academy was continuously stacking more storage to offset the volumes. It needed release from this cycle. Finding a way out from this mounting pressure was the main focus. In addition, the shared platform for collaborative office, information security protections, and performance of cloud resources were all top issues in the migration process.

Payment processing programs are developed, deployed, and maintained all over the cloud. The conveniences of such applications are becoming necessary in everyday life. In public transport, for example, commuters and leisure users alike all want to be able to pay for the fares with mobile phone apps while in transit, the true embodiment of "mobile payment". This requires superior mobile communications capabilities to ensure smooth processing.
In one case, the Quzhou Bus Group deployed its mobile payment platform on the B2B cloud, making use of high-end cloud hosts and disks provided by Zhejiang Mobile to achieve success in its public transport payment processing project. In order to ensure the security of the business, the VPC is interconnected with the local data center through a dedicated line and a customized network connection solution. The solution delivers cloud host and security services while providing users with complete instructions on how to use the platform. Quzhou residents can now use an app to pay their fares, moving society closer to the cashless society!
